WAIREPOP/ISR System

Complex Policy Implementation at Scale

17M+
Residents Served
200+
Page Regulation

The Challenge

California's Rule 2305 is one of the most complex environmental regulations in the nation— a 200+ page document governing emissions reporting for the South Coast Air Quality Management District, serving 17 million residents. The existing system was fragmented, manual, and couldn't scale to meet regulatory demands.

My Role

I led the requirements analysis and system architecture for WAIREPOP (Warehouse Actions and Investments to Reduce Emissions from Ports and Operators of Ports) and ISR (Indirect Source Review) system. This meant translating dense regulatory language into executable technical specifications, coordinating with air quality experts, and ensuring the system could handle real-time emissions calculations.

The Approach

  • Conducted deep-dive sessions with regulatory experts to map every compliance pathway
  • Designed IoT integration for real-time emissions monitoring
  • Built automated compliance calculation engines
  • Created public transparency APIs for citizen access
  • Established comprehensive traceability from regulation to code

Impact

A 40+ year IT veteran who reviewed the system called it "one of the most complex systems I've ever worked on." The platform now serves the nation's largest air quality district, enabling automated enforcement and public transparency for environmental compliance. Recognized with an EPA Clean Air Excellence Award.

AI Scaffolds Platform

Multi-Agent Orchestration System

$2.6M
Projected Savings
9
AI Agents

The Challenge

Enterprise consulting depends on expertise that lives in people's heads. When senior consultants leave, decades of domain knowledge walk out the door. The challenge: how do you capture, systematize, and scale institutional expertise so it's accessible to everyone?

My Role

I architected and led development of an AI orchestration platform that goes beyond simple chatbots. This system uses 9 specialized agents—Requirements Analyst, UX Designer, Infrastructure Engineer, QA Specialist, and more—that collaborate on complex problems, hand off tasks, and produce deliverables that individual AI cannot.

The Approach

  • Designed agent communication protocols for seamless task handoffs
  • Built 21 reusable prompt engineering patterns (Business Analysis Body of Knowledge)
  • Created 30+ REST APIs with React 19 frontend
  • Developed 1,000+ page documentation suite for developer onboarding
  • Established knowledge graph connecting domain expertise with AI capabilities

Impact

50% faster product delivery cycles. 95%+ developer satisfaction. $2.6M projected annual cost savings. But the real win? Organizational capability that outlasts any individual project—expertise that scales across teams and clients.

Kubota Digital Transformation

$622K Portfolio Delivery

$622K
Portfolio Value
8.8%
Estimation Variance

The Challenge

Kubota Credit USA needed a coordinated digital transformation across multiple systems— authentication, methodology frameworks, and core platform development. The complexity? Four interrelated projects with shared dependencies, 14-18 FTE resources, and executives expecting predictable delivery.

My Role

I served as the program lead, orchestrating cross-functional teams across all four projects. This meant creating unified timelines, managing inter-project dependencies, and maintaining the kind of estimation accuracy that builds executive trust.

The Approach

  • Developed integrated project timeline managing 65 tasks across 20 weeks
  • Created systematic estimation methodology achieving 8.8% variance
  • Delivered 27 executive-ready documents covering all project facets
  • Established standardized frameworks for Auth0 implementation and CARE methodology
  • Built reusable templates adopted for future enterprise engagements

Impact

100% on-time delivery with 8.8% estimation variance—3× better than the industry standard of ±30-50%. The frameworks we created became the standard for future enterprise engagements. Client expanded discussions for additional work.

CalVax Crisis Deployment

15-Day Mission-Critical Launch

15
Day Delivery
🏆
CIO 100 Winner

The Challenge

COVID-19 vaccines were ready. California needed a statewide distribution coordination system. The timeline? 15 days. Failure wasn't an option—lives depended on it. This meant coordinating state agencies, healthcare providers, and technology teams under extreme pressure with zero margin for error.

My Role

I led requirements analysis and cross-functional coordination for the rapid deployment. This meant conducting compressed stakeholder interviews, separating critical needs from nice-to-haves, and ensuring every team understood exactly what needed to ship and when.

The Approach

  • Conducted rapid stakeholder interviews to identify critical path requirements
  • Created compressed delivery timeline with clear milestones
  • Coordinated daily stand-ups across engineering, state agencies, and healthcare providers
  • Established real-time escalation protocols for blockers
  • Maintained documentation for future pandemic response playbooks

Impact

Deployed on time. Millions of California residents served. The system enabled coordinated vaccine rollout across the state during the most critical period of the pandemic. Recognized with a CIO 100 Award for technology leadership.

Personal Infrastructure

I don't just talk about systems—I build and operate them. These are projects from my homelab that demonstrate platform engineering, DevOps, and infrastructure architecture.

Keyhole Unified Dashboard

Single Pane of Glass for Distributed Infrastructure

8+
Data Connectors
SSO
Authentik OIDC

The Challenge

Managing a distributed homelab infrastructure across multiple machines, networks, and services creates visibility gaps. Docker containers, CI/CD pipelines, mesh networks, Git repositories, backup systems, and public websites—each with their own monitoring tools, none talking to each other.

The Solution

Built a unified dashboard providing single-pane-of-glass visibility across the entire stack. Express/TypeScript backend with modular connector architecture, Vite/React frontend with real-time status cards, and Authentik OIDC for secure access control.

Technical Architecture

  • Data Connectors: Docker (container health), Jenkins (CI/CD status), Ansible (runbook outcomes), ZeroTier/Tailscale (mesh network peers), Gitbox (repo activity), Backups (archive freshness), Website probes (uptime monitoring)
  • Backend: Express/TypeScript with connector factory pattern, SQLite for history/caching, session management
  • Frontend: Vite/React dashboard with auto-grouping cards, trend charts, incident lists
  • Auth: Authentik OIDC integration, SSO across all infrastructure services
  • Infrastructure: Docker Compose orchestration, Caddy reverse proxy with TLS, ZeroTier/Tailscale mesh networking

Why This Matters

This project demonstrates the same skills needed for enterprise AI infrastructure: connector architecture (like RAG pipeline integrations), unified data aggregation (like knowledge graph construction), access control (like governance over AI systems), and extensible design (add new data sources without rewriting the core). If I can build this for infrastructure, I can build it for knowledge systems.
